Add beef to a skillet and cook over a medium-high heat, breaking it up as it cooks (~8-10 mins). Drain excess fat.

Return skillet to heat, add red pepper and cook for a few minutes, stirring often, until peppers are tender-crisp.

Over a low heat, stir in sauce ingredients (sugar, hoisin sauce, soy sauce, sriracha, ginger and garlic).

Prepare rice per directions on package.
